Higley Unified School District Tier 2 & Tier 3 Volunteer Application

Thank you for your interest in volunteering with Higley Unified School District. Volunteers contribute time, talent, experience, and care that strengthen classrooms, programs, events, athletics, and the broader school community.HUSD is committed to providing meaningful volunteer opportunities while maintaining clear safeguards for student safety, privacy, and well-being. This handbook explains the volunteer levels, application processes, standards of conduct, and responsibilities that apply across the District.

Because of the tremendous responsibility we have to the children of our community, the District takes precautionary measures to ensure our visitors and volunteers are cleared through a variety of methods to ensure students' safety while on campus and with volunteers. Depending on the volunteer clearance, the District may require a criminal background check and/or an IVP Fingerprint clearance card in good standing. Please be aware that the District may decline volunteer services based on findings or alerts discovered through the clearance process, and all volunteers are subject to Site and District approval. 

This application portal is reserved for Tier 2 and Tier 3 volunteer applicants only. For Tier 1 volunteers, student volunteers, or campus visitors, please contact the school site directly. 

 Tier 2 Volunteers 

Tier 2 volunteers may perform all Tier 1 activities and may also participate in supervised activities involving students other than their own. Tier 2 volunteers remain under the direction and periodic supervision of an HUSD staff member.

Activities include:

  • Chaperoning on-campus or off-campus day field trips
  • Reading to small groups of students or facilitating small group student activities
  • Leading small groups during day trips or campus-wide activities under staff direction

Tier 2 applicants authorize a criminal background check through JDP in this portal. The cost of the background check is $34 and the applicant pays through this portal; HUSD funds any screening costs above the initial $34. Tier 2 status is valid for two years from the approval date.

Tier 3 Volunteers  

Tier 3 volunteers may perform all Tier 1 and Tier 2 activities. Under the direction of HUSD staff, Tier 3 volunteers may also serve as chaperones for overnight trips or as volunteer athletic coaches. Tier 3 applicants must have already obtained an IVP card prior to applying. In addition to the IVP card. Tier 3 applicants also authorize a criminal background check through JDP in this portal. The cost of the background check is $34, and the applicant pays through this portal; HUSD funds any screening costs above the initial $34. Tier 3 status is valid for two years from the approval date or until the IVP card expires, whichever occurs first.

A previously approved Tier 3 volunteer may reactivate after the two-year approval period by completing a new background check, provided the IVP card remains valid. A new or renewed IVP card is required when the card has expired.

 

Please Note: Applicants requesting Tier 3 clearance must obtain their Arizona IVP Fingerprint Clearance Card before submitting their volunteer application, as the card information is required during the application process. Please refer to the district's website for instructions on how to obtain an IVP Fingerprint Clearance Card.

It is very important that the information you enter on the application exactly matches your government-issued identification, including your full legal name. Please provide a valid email address so you can receive updates regarding the status of your application and future volunteer communications. All information collected through the application process will remain confidential and will not be shared outside of the volunteer program

Applicants are encouraged to apply for Tier 3 volunteer clearance whenever they are eligible. Because Tier 3 includes all Tier 2 requirements, volunteers approved for Tier 3 are automatically eligible for both Tier 2 and Tier 3 volunteer assignments.

Volunteer Approval & Renewal

  • Tier 2: Approval is valid for two (2) years from the date of approval.
  • Tier 3: Approval is valid for two (2) years from the date of approval or until the volunteer's Arizona Identity Verified Prints (IVP) Fingerprint Clearance Card expires, whichever occurs first.

Application Processing

The average processing time for a volunteer application is approximately two weeks. Please allow additional time if a background check is required, as processing times may vary.

Tier 3 Applicants – IVP Card Required

Before submitting a Tier 3 volunteer application, you must first obtain a valid Arizona Identity Verified Prints (IVP) Fingerprint Clearance Card. A Tier 3 application cannot be processed without a valid IVP card.

Tier 3 Application Process

  1. Apply for and receive your Arizona IVP Fingerprint Clearance Card. Processing by the Arizona Department of Public Safety may take up to four weeks, depending on fingerprint appointment availability and processing times.
  2. After you have received your physical IVP card, submit your Tier 3 volunteer application.
  3. The District will then conduct its required JDP background check. This process typically takes approximately two weeks, although additional time may be needed depending on the results of the background screening.
  4. Once all requirements have been successfully completed, your Tier 3 volunteer approval will be finalized.

Don't Have an IVP Card Yet?

If you have not yet received your IVP Fingerprint Clearance Card, please do not submit a Tier 3 volunteer application at this time. You may return to complete the application after you have received your physical IVP card.

Estimated Timeline: Applicants should anticipate up to four weeks to obtain an IVP Fingerprint Clearance Card, followed by approximately two additional weeks for the District's background check and application review. Actual processing times may vary.

Volunteer Standards & Expectations

Campus Procedures

Sign in at the front office or designated Raptor station upon arrival.

Present valid identification when requested.

Wear the issued visitor or volunteer identification so it remains visible.

Report to the assigned staff member and remain only in approved areas.

Follow all emergency, safety, health, and site procedures.

Student Safety and Supervision

Remain within the scope of the approved assignment.

Do not be alone with an individual student unless the volunteer level, assignment, and District procedure specifically authorize it. Tier 1 and student volunteers must never be alone with students.

Do not use corporal punishment, physical discipline, threats, intimidation, or humiliating practices.

Do not administer medication or provide medical treatment unless specifically authorized by District procedure and the individual is appropriately qualified.

Immediately report injuries, hazards, unsafe conduct, or concerns to the supervising staff member or administrator.

Professional Boundaries

Maintain respectful, age-appropriate, and professional interactions.

Do not initiate private or personal communication with students through personal phone numbers, email, social media, messaging applications, or gaming platforms.

Do not meet or communicate with students outside approved school activities without parent/guardian and administrative involvement.

Do not exchange home addresses, private contact information, gifts, or money with students unless specifically approved as part of an authorized program.

Do not transport students unless specifically authorized in writing and all District transportation requirements have been met.

Confidentiality and Student Privacy

Treat student records, grades, services, behavior, medical information, family information, and other personally identifiable information as confidential.

Access information only when needed for the assigned volunteer role and only as directed by staff.

Do not discuss students in public areas, with other families, or on social media.

Do not photograph, record, publish, or share student images or information unless specifically authorized by the District.

Return or securely dispose of all materials as directed by the supervising staff member.

Professional Conduct

Use respectful language and maintain attire appropriate to the assignment and school setting.

Do not report to a school or event while impaired by alcohol, cannabis, illegal drugs, or medication that prevents safe performance.

Do not possess alcohol, tobacco, vaping products, illegal drugs, or weapons on District property, volunteer locations, or at school-sponsored activities.

Do not engage in discrimination, harassment, retaliation, hazing, bullying, or conduct that interferes with school operations.

Use District property, technology, and resources only for approved purposes.

Reporting Student Safety Concerns

Volunteers must act immediately when they become aware of a concern involving student safety, abuse, neglect, exploitation, threats, harassment, or other potentially unlawful conduct.

Ensure immediate safety. Contact 911 or the school administration in an emergency or when there is imminent danger.

Do not investigate, interview the student in detail, confront the alleged offender, or promise confidentiality.

Immediately make any report required by A.R.S. § 13-3620 to the appropriate law-enforcement or child-safety authority and notify the school administrator that a report or concern exists.

Share information only with those responsible for responding to the concern.

I will follow the directions of the supervising HUSD employee and remain under direct supervision whenever students are present.

I will not be alone with a student, transport students, administer medication, or use physical discipline.

I will maintain professional boundaries and will not communicate privately with students through personal phone, email, social media, messaging, or gaming accounts.

I will keep student records and information confidential and will not photograph, record, publish, or share student information without District authorization.

I will immediately report injuries, hazards, suspected abuse or neglect, harassment, threats, or other safety concerns as required by law and District procedure. I will not investigate the concern myself.

I will not possess or use alcohol, tobacco, vaping products, illegal drugs, or weapons at any time while volunteering or participating in district events.

I will not engage in discrimination, harassment, retaliation, hazing, bullying, or conduct that interferes with school operations.

I will notify the principal if I am arrested, charged with a criminal offense, or experience another circumstance that may affect volunteer eligibility.

I understand HUSD may deny, limit, suspend, or revoke volunteer privileges at any time and that volunteer service does not create an employment relationship.

I am not currently awaiting trial for a criminal offense

I have not been convicted of or admitted to committing an offense involving violence, abuse, sexual misconduct, exploitation of a minor, drugs, weapons, theft, or another offense that may affect student safety

I have never had volunteer, employment, coaching, or youth-service privileges denied, suspended, or revoked for conduct involving safety, boundaries, dishonesty, harassment, or misconduct

There are no other circumstances that could affect my ability to safely and appropriately volunteer with students

I consent to a criminal background check through JD Palantine (JDP) and agree to monthly background monitoring through JDP for as long as I am cleared as a Tier 2 or Tier 3 Volunteer. JDP’s Monthly Monitoring entails a database search of the enrolled volunteer's provided Personal Identifiable Information against the JDP National Criminal Search and JDP National Sex Offender Search.

As part of the monthly monitoring, I consent that one or more consumer reports or, as applicable, investigative consumer reports may be obtained for volunteer purposes for the length of the volunteering period. I can contact the school district at any time to become inactivated as a volunteer, and monitoring will cease upon receipt of a request by HUSD.

I have reviewed the HUSD Volunteer Standards & Expectations and agree to comply with all applicable laws, HUSD Governing Board policies, school procedures, and staff directions. I understand that inaccurate or omitted information may result in denial or revocation of volunteer privileges.

 

I understand that I will be automatically enrolled in a monthly monitoring program following the completion of my background check. This program will continuously monitor my public records, including criminal activity, and will notify Raptor and Higley Unified School District 60 of any relevant updates.
